sqlplus / as sysdba Error 5 initializing SQL*Plus NLS initialization error

If you are getting this error after a clone of your binary files, you can fix it using this script below:

$ORACLE_HOME/install/changePerm.sh


If it didn't work, clone he binary again and test.
